We are seeking a Policy Advocacy Manager, a new position for the organization, to join our Executive Director in engaging strategic partners across the nation to support community-led change to improve the health of moms, babies and families. This will entail supporting advocacy in local communities and at the state and federal level to advance our perinatal health advocacy agenda, focused on:

Striving for inclusion, equity and justice around maternal and child health; Policies that promote respectful, community-based, peer support for pregnancy, birth and early parenting; Work to achieve birth and breastfeeding equity; Ensuring that community stakeholders are at the table to make decisions affecting their lives.

The Policy Advocacy Manager will oversee the development and management of the network of individuals and organizations who are engaged with HC One in support of an equity focused perinatal health advocacy agenda. In conjunction with the Executive Director, this position is a key facilitator of HC One’s role as a national convener and collaborator on promoting advocacy efforts at the local community level, as well as state and federal. This is a full-time position, requiring some travel. Evening and weekend work may be required. HealthConnect One’s main office is in Chicago, IL and this position can be done remotely.

The Role:

Oversee the development, implementation, and evaluation of policy, advocacy, community mobilization, communications strategies and activities to advance maternal and child health policy related to the perinatal period, with a specific focus but not limited to community health workers, community based doulas and lactation support. This position also supports other HC One staff who are facilitating shared learning and organizing among partners throughout the country, who are in turn supporting families and moving towards birth equity.

What are the Details?

Policy Development:

Research, monitor and analyze maternal and child health policy to support development of the HC One policy agenda;

Facilitate participatory process with HC One staff to develop yearly policy, advocacy, communications, and community mobilization goals and objectives; Develop HC One policy priorities; Facilitate cross project collaboration and communication and cultivation of leadership among HC One staff on HC One policy development;Work with the Executive Director, Board of Directors and staff to integrate policy advocacy into the agency’s strategic plan; and Maintain a working knowledge of significant developments and trends in the issue areas that HC One has prioritized.

Community Mobilization:

Direct HC One’s efforts to engage community members, service providers, and maternal and child health experts in HC One’s policy and advocacy activities; Establish and convene regularly an HC One policy advisory group made up of national and local individuals and organizations working on perinatal health; Facilitate the development and approval of the annual HC One policy and advocacy agenda; Work with HC One staff and external partners to develop promotional messages and tools/vehicles for sharing communication with community partners, MCH experts and legislators regarding the HC One policy and advocacy agenda; and represent the programs and point of view of HC One to agencies, organizations, the media, and the general public.

Advocacy:

Provide technical assistance and expertise on advocacy to identified HC One staff and community partners through in-person meetings, phone meetings and regular communication; Lead and work in conjunction with the Executive Director, support] HC One’s relationship-building activities with elected officials, national, state, county, and local agency leaders, and others government officials to advance HC One’s policy and advocacy agenda; Actively represent HC One in relevant coalitions; Identify and cultivate strategic partnerships to advance HC One’s policy and advocacy agenda; and Facilitate the convening of specific policy advocacy initiatives locally and nationally, based on opportunities identified via annual planning and/or HC One’s strategic plan.

Financial:

Create, maintain, and manage budget for policy advocacy activities; Seek out and provide necessary support for resource and funding development opportunities related to policy advocacy activities of the organization.

Leadership:

Demonstrate strong and effective organizational leadership at all times; Model and promote professionalism, timeliness, accuracy, and excellent judgment to achieve the highest of professional standards; and Supervise staff assigned to work on policy advocacy issues. Perform other duties as assigned. Performance Measures: Establishment of annual HC One Policy & Advocacy Agenda On-going engagement of HC One Policy & Advocacy Advisory Group Successful implementation of HC One Policy & Advocacy annual work plan

What we are looking for:

Job Experience:

Minimum of five years of not-for-profit experience in policy advocacy focused on maternal and child health, health policy, health equity and/or early childhood development. Additional experience with the perinatal period is strongly encouraged. Policy and or program experience with doula, lactation support and/or the community health worker model is a plus.

Education:

University Bachelor degree in a related field is required, or significant experience with maternal child health, early childhood development and or public health policy advocacy in local communities, with additional experience at the state and federal level.

Special Knowledge & Skills:

Understanding and experience with training, mentoring, consulting and collaborating.

Amplifying and supporting community leadership and community voices.

Supporting people to be in touch with their own strengths, skills and sense of personal and collective power.

Ability to work with diverse communities in a variety of settings, including health care, home vising, social service and tribal organizations.

Demonstrated Competencies:

Leadership, strategic thinker, facilitator, convener, collaborator, goal-driven, results focused, adaptable, relationship builder, effective communicator (oral and written), focus on community member needs, foster teamwork, decision maker, problem solver, excellent planning and organizational skills, highly ethical and committed to the mission of HC One as well as equity and social justice.

Competitive benefit package and salary range 70k – 80k.
